ROLE & RESPONSIBILITIES

Sparksoft is seeking a Vice President of Business Development to lead and scale our growth strategy within CMS and the broader HHS ecosystem. In this executive role, you will drive enterprise-level capture efforts, build and lead a high-performing BD team, and shape the strategic direction of Sparksoft's federal health portfolio. You'll own the full business development lifecycle—from market intelligence and pipeline planning to capture execution and win strategy—while building lasting relationships with customers, partners, and key stakeholders across CMS, HHS, FDA, NIH, and CDC.

Key Responsibilities

  • Lead and mentor a team of business development and capture professionals, fostering a culture of accountability, collaboration, and continuous improvement
  • Define and execute Sparksoft's long-term growth strategy within the federal health IT market, with a focus on CMS and HHS
  • Manage the full Business Development Life Cycle (BDLC), from opportunity identification and qualification through proposal submission and award
  • Develop and lead capture strategies including teaming, pricing, staffing, solution architecture, and competitive positioning
  • Oversee responses to RFIs, Sources Sought, and RFPs—ensuring compliance, quality, and on-time delivery
  • Build and maintain executive-level relationships with customers, agency leadership, industry partners, and teaming allies
  • Represent Sparksoft at industry events, conferences, and customer engagements; contribute to thought leadership and strategic messaging
  • Collaborate cross-functionally with proposal, technical, pricing, recruiting, and executive teams to align resources and drive winning submissions
  • Track and report on pipeline metrics, win/loss analysis, and capture performance; lead after-action reviews to refine strategy and improve win rates
  • Partner with marketing and communications to shape outreach campaigns, positioning, and brand presence in the federal health market
  • Maintain accurate CRM updates, capture documentation, and executive reporting

REQUIRED EXPERIENCE

  • 10+ years of experience in federal business development and capture, with a strong focus on CMS or HHS programs
  • Proven track record of winning large, complex federal contracts (IDIQs, BPAs, single-award vehicles)
  • Deep understanding of CMS business operations, technical modernization initiatives, and the federal health IT landscape
  • Strong knowledge of federal acquisition frameworks: IDIQs, GSA schedules, BPAs, FFP, T&M, and CPFF contract structures
  • Demonstrated success in proposal development, writing, and management for CMS or other federal health agencies
  • Familiarity with Shipley BD processes and best practices
  • Exceptional communication, writing, strategic thinking, and executive presentation skills
  • Experience working in small to mid-sized businesses with the ability to wear multiple hats and drive results in a fast-paced environment
  • Proficiency with pipeline management tools, CRM systems, and capture planning frameworks
  • Familiarity with CMS modernization priorities including cloud, APIs, data solutions, cybersecurity, and enterprise testing

EDUCATION & CERTIFICATIONS

  • Bachelor's degree in Business, Engineering, IT, or related field required
